I am use IBM Plex Sans Condensed with XeLatex. I would prefer IBM Plex Serif Condensed. Unfortunately Plex has no serif condensed font. Why isn't there a Serif Condensed font?

@joergklein The IBM brand leans into the Sans Serif as our primary style. Given limited resources and budgeting we focused on non-Latin scripts for the sans to increase our user base and language support for those users and customers. The Serif is primarily designed for long form text which is less suitable in a condensed. However, in our distant future we would love to add a Plex Serif Condensed.
