Description

The goal of the GOES ABI Phase 2 Validation is to compare bufr2ioda converted IODA data verse gsidiag converted IODA data. The first-guess (background) is directly from FV3.
The goal of the GOES ABI Phase 3 Validation is to compare MPAS_JEDI and FV3_JEDI when assimilate same IODA ABI observation
