I have not tested coords below y=0, but values above y=0 will not produce rain particles.

Can confirm. Droplet particles appear at y=0 only, not above or below. Rain glitches through all terrain until y=0 and then turns into the droplets there, even if there is a ceiling or y=0 is an air block.

Probably because rain is calculated like sky lighting, and is dependent on the highest block.

As far as I know, currently it's not calculated at all.
