Should # fmt: off disable multiple-spaces-before-operator (E221)?

ruff format ignores this:

# fmt: off
a   =   1
# fmt: on

But ruff check does not:

$ ruff check --isolated --select E221 --preview test.py 
test.py:2:2: E221 [*] Multiple spaces before operator
  |
1 | # fmt: off
2 | a   =   1
  |  ^^^ E221
3 | # fmt: on
  |
  = help: Replace with single space

Found 1 error.
[*] 1 fixable with the `--fix` option.

Is this intended this way?

Yes, this is intended. fmt: off suppression comments only apply to the formatter (ruff format) but not specific lint rules. Our recommendation is to disable formatting related lint rules when you use the formatter.

It's long and doesn't include this rule. I think that is because it doesn't conflict with format.

I might be missing some context here, but if you just want to ignore E221, you can use the normal linter rule selection settings here, or you can use an inline noqa comment if you only want to ignore this instance:

# fmt: off
a   =   1  # noqa: E221
# fmt: on

That might be annoying to add to every line of a table (or artwork) though.

These are only the rules that are conflicting with the formatter. There are other formatting-related rules that are redundant when the formatter is used as well. Most E2XX and E3XX rules fall into that category
