tbd, I took this plugin from here: https://github.com/HubSpot/dependency-management-maven-plugin and I adopted it primarily because hubspot stopped maintaining it. This plugin exists because it solves a need (and I have many projects where I needed to add deps to the depMgt section to resolve conflicts).

Whether this is the "right way" or not, it is the way that works. I am a pragmatist here.

What would be the "right" behavior that you would expect? This (and a number of other plugins in the basepom) exist because they improve the quality of the dependency tree for a project.
