Add more support for the AMD gpu series

I tried to deploy the OWL using your docker image on the AMD gpu(MI300X). Like can not run the pytorch under this image, I tried to use the cmd: rocm-smi and get not support feedback, maybe in the feature you can add more support for AMD gpu series.
