This is an example proposal for `radgov propose` and can be proposed with
`radgov propose example`.

The header contains an arbitrary string description of the proposal followed by
a single line containing `## ACTIONS ##` followed by the proposal actions in
the format `target value signature calldata`, with the following individual
formats, where all hexdata must be 0x prefixed:

- target: hex address
- value: hexdata or integer
- signature: hexdata or abi string
- calldata: hexdata (including signature) or arguments as understood
  by `seth calldata`
