Add tools version checking for the stack to work

Vortex may rely on some features of tools that are not available in the older versions.
When package managers are used (like composer), the deps versions can be easily resolved there. But when working with binaries like Ahoy or Docker, there is no way to specify deps.

Need to find a way to tie min versions of bins to the versions of Vortex
