Is this a bug report?

Yeah.

Steps to Reproduce

Open index.js and click on http://bit.ly/CRA-PWA.

Expected Behavior

Should go to a right location.

Actual Behavior

Goes to https://github.com/facebook/create-react-app/blob/master/packages/react-scripts/template/README.md#making-a-progressive-web-app which doesn't have a making-a-progressive-web-app anchor.

It should probably go to https://facebook.github.io/create-react-app/docs/making-a-progressive-web-app

It's only possible for the owner of the Bit.ly account to update the link redirect location, so this cannot be PR'd.
