Problems running run systemctl

There is an issue preventing systemctl from running in docker. when I try to run "systemctl" I get this message: "Failed to get D-Bus connection: No such file or directory".

This issue prevents you from activating the aapanel firewall in the Security tab.

Is there any solution?
