Steps to reproduce the behavior

While the package builds, the installed configuration has problems.  In particular, using the package with cmake results in the following error:    

"Could not find a configuration file for package "Protobuf" that is
  compatible with requested version "".

Failure logs

Could not find a configuration file for package "Protobuf" that is
compatible with requested version "".

The following configuration files were considered but not accepted:

D:/ultralight-tags-build2/vcpkg_installed/x64-mingw-static/share/protobuf/protobuf-config.cmake, version: 29.3.0 (64bit)
D:/msys64/ucrt64/lib/cmake/protobuf/protobuf-config.cmake, version: 29.3.0 (64bit)
