If SampleMask is set to null RasterizationSamples is automatically set to 0 although specs allow values > 0 in this case.

Specs only say:

If pSampleMask is not NULL, pSampleMask must be a pointer to an array of $\lceil{\mathit{rasterizationSamples} \over 32}\rceil$ VkSampleMask values
