Reasons:
Considering how wokspaces & applications view were separated in Cosmic for more focused desktop experience. Having pop shop results inside application library might distract users from browsing their installed application library.
If I want to install apps I would do it using pop shop, especially because those search results inside application library vary from same search in pop shop(example: sushi) and are extremely slow each time & show old results first in a new search, which can be misleading.
pop-gtk-theme does not provide icons for 3rd party applications, so icon for those results look out of place.
Even with this reasons, I don't mind having them, even by default(since they will probably get improvements in future) & some(or many) users might actually appreciate having them but it would be nice if we could've a simple toggle to enable/disable them.

Another reason -> Out of all those cases I wants to use search functionality, how many times I want to install something new? In stable daily use (work), not at all. Percentage-wise it makes no sense to have it always on eyes.
If I want to look for apps to install, I would look in Shop.
For me, its a distraction - so, if there would be way to disable it, I would be glad.
We likely won't be updating the GNOME-based COSMIC extension with additional features, but this has a better chance of being implemented in the new COSMIC Epoch app library (which doesn't have install suggestions at all yet): https://github.com/pop-os/cosmic-applibrary
Community PRs are still welcome for the GNOME extension as long as they don't cause regressions. Having the setting in the extension options (through the Extensions app) or just via dconf/gsettings would be easiest (if the setting is in the actual Settings app, then we'll need to get it cleared with UX).
