I've toyed with trying to make all of pip's commands executed that way but never got around to try it out to see how hard it would be."

this relates to offering a way for "pip bundle" users to write their own bundle support after we remove it from pip proper ( #1046 )

Having tried to use this in twine, I'm pretty down on the idea. If we're going add extension points we should use something different.
