Description

This is a doc bug/improvement.

It seems a constraint file can be a URL that points to any resource, but the doc does not clearly state this.

Expected behavior

Documentation around constraints file clearly states that a constraints file could be a URL.

How to Reproduce

https://pip.pypa.io/en/stable/user_guide/?highlight=constraints#constraints-files does not state that a constraints file could be a URL.
