Then link to the youtube video on qwat_dictionary/README.md is not working anymore.

Is this tool still beeing used and maintained or should this also be replaced with a Transifex project as with TEKSI Wastewater?

Wow, that's old stuff, it was implemented before QGIS propose a way to translate its projects.

Unofficial French versions of the project where shared among the users at that time.

We never configured QWAT project translation :
https://explore.transifex.com/qwat/

We could easily provide the same architecture as QGEP if we want to provide a translated project, especially if we want to have more incoming languages.
