As first reported in #5 (comment), the version of HTML Tag 1.5.0 included in Notepad++ 8.7.1 will translate the plugin command menu only if Notepad++ is configured in portable mode (i.e. Local Conf mode : ON appears in your Debug Info).

This will be fixed in the next plugin release. For now, a patched build is available for manual installation.

Localized plugin menus have been fully implemented as of version 1.5.1, available in Plugins Admin if you are using Notepad++ 8.7.4 or newer.
