"explain static x;" segfaults #45

While looking into #1, I noticed that explain static x straight-up segfaults.
I'm interested in producing a PR for this whole area of #1 — the current grammar productions look very redundant to me — but just in case this falls off my radar and/or turns out to be difficult, I thought I'd better file the bug first.
