WebUI to show RSE attributes

Description

Could we have the RSE metadata as per
rucio list-rse-attributes IN2P3-CPPM_DATADISK
shown on a WebUI page. Every mention of the RSE, e.g. in rule locak states, should be a link to this

Motivation

More clicking, less command-line.

Perfect, then just the links from where ever it is listed.
I don't see any way to navigate to this link from the menus.

@rodwalker I am moving this to the new webui repo, which will unfortunately remove the old link.
