New source for MoC images

We almost have them ready at unitedstates/images. When unitedstates/images#1 is closed, they'll be ready to link to at:

http://theunitedstates.io/images/congress/[size]/[bioguide].jpg

And they'll be behind a CDN via Github Pages. This source will be more likely to stay up to date than our current system, which requires tedious ad hoc updates.

Your input on useful sizes for iOS devices are welcome at unitedstates/images#1 (comment) in particular.

I've added them to the Android version in konklone/congress-android@c5fb1c6, it'll ship in the next update.

The photos are also just nicer looking, they've clearly undergone some cleanup and doctoring.
