Following are the comments regarding building a vocabulary for sex that have been provided to the group.

Let’s say we pick dwc:sex. In the end, we will end up with a URI, a definition, and a controlled value string (plus other metadata). We prefer that the controlled value string is used as the value of dwc:sex, although any verbatim string value present in a dataset could be used. The URI is used as the value of dwciri:sex, presumably after data cleaning establishes the appropriate controlled value from a non-preferred string.

Just to be clear, I wasn't actually proposing that it dwc:sex was an optimal candidate for exemplar. I was just using it as an example since someone had mentioned it earlier in the thread.
See the issue tdwg/tag#22 for a suggestion of how to use the W3C SKOS-XL extension to track the provenance of various verbatim string values associated with an abstract entity (of which a controlled vocabulary concept would be an example). Also see my comment on TNC issue 24 for some thoughts on moving from verbatim values to fully documented skosxl:label instances.
