oops, that's on me. I'll look into creating the release notes after dinner, unless someone fixes it before me

I think how to do this is explained in the release guide, but suggestions to improve that or move the release guide somewhere more obvious would be very welcome!

@dstansby - do you think there is a way for us to automate this? Spit balling here: perhaps we could create a github action that creates the doc consolidation PR based on a workflow dispatch? Or could we do this in the read-the-docs build?
