Add Reheat_Command

Proposing the addition of Reheat Command, which is typically used for dehumidification processes or heating.

Without the "Reheat Command," Brick can't distinguish between general heating commands and specific reheat commands, a distinction essential for accurately tracking the dehumidification process. In this process, an upstream cooling coil first lowers the air temperature, which helps to remove moisture by causing it to condense. Following this, a Reheat coil warms the already-cooled air back up to the discharge air temperature setpoint. This ensures both optimal humidity and temperature levels.
