Section 4 groups are not being decoded #7

When section 4 groups are present, they are not being decoded. Instead, the groups are just being appended to an array with key section4.

Hi @RoryPTB - this is a known issue and I mention this issue in the README.md (under "Known Issues" - https://github.com/antarctica/pymetdecoder#known-issues).

Nonetheless, I'll keep the issue open to remind me to look into it!
