remove base_images_docker and update rules_docker

• remove reference to base_images_docker
• updated rules_docker pin (this PR superseds Update io_bazel_rules_docker commit hash to 992af8e #391 that is failing as it includes an update to rules_docker and indirect update to grpc)
• Moved grpc load higher up in WORKSPACE as grpc pin in rules_docker is failing with rules_k8s.
  • Had to move rules_go further up otherwise grpc cannot be properly loaded
• grpc cannot be updated (chore(deps): update com_github_grpc_grpc commit hash to 5a5dc33 #384) as rules_proto we are using are broken with latest version of grpc
• Created issue in rules_proto to fix: Issue with latest version of grpc stackb/rules_proto#108
