Describe the bug

When adding a attribute with a enum value from an other project on a page the debugging of blazor wasm application breaks.

To Reproduce

  1. Create new Blazor wasm project P1 with authentication, ASP.NET Core hosted.
  2. Add new project P2 to the solution and reference it in client project.
  3. Add enum X to project P2.
  4. Add new attribute A to project P1 with constructor parameter enum X.
  5. Replace 'Authorize'-attribute on FetchData.razor with attribute A.
  6. Start application and set breakpoint in Counter.razor (currentCount++)
  7. Go to the Counter page and press the button.

Expected behavior:
Breakpoint should hit

Actual behavior:
Breakpoint shows as 'Unbound breakpoint'. Even after several times clicking button in step 7.

I've read the issue you mentioned but after 8 sec the breakpoint is still not triggered.
