Problem: RFC 44 does not provide for the possibility of truncating the resource journal of events.

Add a truncate event to RFC 44 for this purpose.

The current form of the truncate event is meant to allow a journal consumer to reconstruct state even from a truncated eventlog. This is just a starting point for discussion. I'm not sure if the extra context in the event is strictly necessary at this point, though I do have a proof of concept (partial) implementation.
