Port over existing kolena-client project contents. Migrate CI from CircleCI to GHA.

I checked for each of these and didn't find anything requiring immediate removal. Going to land this as-is, and over the next few weeks while we're moving towards making this public, we can tear things out as we see fit.

I imagine we will want to use a fresh repo once this is public to ensure that its history starts out fully clean and licensed.
