It happened to me that service was created without user (running as Administrator):

 cinst gitlab-runner --params "/Service:gitlab-runner:P@ssw0rd"

Also with wrong working dir and config path (96cbb84)

When installing as a Service & using a system account, it seems that the working directory & config path aren't set correctly.
It seems they're only set correctly if a Username has been specified (please see tools\chocolateyInstall.ps1 -> line 50).
