Stalks, Burning Ship

This release was forced by changes introduced after Julia 1.3.0. Usages of org.altervista.mbilotta.julia.Groups must had to be removed where present to comply with the new API.

Other remarkable changes in this release:

• Stalks plugin (which previously had its own repo) was merged into DPC4J.
• The Burning Ship formula was added.

Compatibility with new API

• Adopted new constraints API based on Java annotations.

Minor improvements

• QuadraticFormula: small performance improvement.
• BigDecimalNumberFactory: updated R. J. Mathar classes to v3.
