Add Fabric RTI support

🛠️ Description

• Create a new FinOps hub deployment doc with details about how to setup in Fabric
• Simplify the deployment steps on the overview doc
• Update the template to support Fabric RTI endpoints
• Add Fabric RTI support to all docs
