In #147 we implemented controls for qt/wx for excluding maximum/minimum percentiles from autoscaling. It'd be great to have controls in Jupyter as well.

I gave it the good old (AI-aided, shortcut-taking) college try over on this branch, but I think it would be wise to "do it right" by making our own custom widget.
