simple api for working with https://github.com/whattfkk/tasker-bot

i wrote it in two days, don't judge me too harshly

for start:

• launch pip install -r requirements.txt for dependencies
• launch users.py for users db
• launch notes.py (notes because at the beginning it was notes not tasks) for tasks db
• launch main.py for api start
